Organs Responsible for Student Admissions

National-Level Policy-making and Executive Organs for Admission and Scholarship Awarding to International Students (Non-Iranian):

1. Strategic Policy-Making Council for the Admission of Non-Iranian Students:
   This council establishes overarching policies for all matters related to non-Iranian students.

2. Scholarship Council for Non-Iranian Students:
   This council operates following the resolutions of the Strategic Policy-Making Council and makes decisions regarding scholarship awards to applicants seeking education in the Islamic Republic of Iran. It also oversees matters of recruitment, academic assessment and evaluation, welfare, cultural, and educational affairs of non-Iranian students.
   ⦁ Note: As the secretariat for the Scholarship Council, the Department of Non-Iranian Students at the Ministry of Science, Research, and Technology handles the application processing and follow-up on the council’s resolutions.

3. Working Groups:
   Specialized working groups for recruitment, cultural affairs, academic assessment and evaluation, and welfare matters are formed to facilitate executive processes and enhance the effectiveness of the Scholarship Council.

Decision-Making Organs and Their Responsibilities at the University of Zanjan:


1. International Student Admissions Committee at the University of Zanjan:
   This committee approves the admission of international students. Its members include:
   ⦁ University President (Committee Chair)
   ⦁ Director of International Scientific Cooperation (Council Secretary)
   ⦁ University Vice President for Education
   ⦁ University Vice President for Research and Technology
   ⦁ Vice President for Student Affairs
   ⦁ Director of Education
   ⦁ Director of Graduate Studies
   ⦁ Head of Sohrevardi Campus
   ⦁ Faculty Vice Presidents for Education
   ⦁ Head of the Admissions and Supervision Office for International Students (Non-Iranian)
   ⦁ Other individuals may be invited to attend as needed.

2. Office of International Scientific Cooperation:
   Operating under the supervision of the University President, this office fosters multilateral interactions between the University of Zanjan and institutions outside of Iran (universities, educational centers and institutions, research centers, and other scientific-cultural centers) in the areas of education, research activities, consulting, and cultural affairs. This office facilitates the education of these students through the University Council, the Education Council, and the Admissions and Supervision Office for Non-Iranian Students.

3. Admissions and Supervision Office for International Students (Non-Iranian):
   Functioning under the International Scientific Cooperation Office, this office is responsible for implementing the decisions of the International Student Admissions Committee. Its responsibilities include:

⦁ a) Promoting and introducing the university to attract applicants through consultations, brochures, consulates, embassies, and communication with relevant organizations.

⦁ b) Communicating with applicants and providing necessary information.

⦁ c) Receiving and conducting an initial review of applicants’ documents according to ministerial and internal regulations.

⦁ d) Reviewing documents received from the International Student Admissions Committee.

⦁ e) Verifying the applicant’s general qualifications through competent authorities.

⦁ f) Preparing the applicant’s file for presentation and review by the International Student Admissions Committee.

⦁ g) Reviewing applicants’ files.

⦁ h) Conducting necessary correspondence with relevant authorities.

⦁ i) Following up on and processing applicants’ consular affairs.

⦁ j) Developing relevant procedures and proposing them to the International Student Admissions Committee.

⦁ k) Implementing the decisions of the International Student Admissions Committee.

⦁ l) Providing a report on admitted applicants to the International Student Admissions Committee.

⦁ m) Certifying degrees in English and sending them to the relevant authorities.

⦁ n) Following up on scholarship applications with the Ministry of Science, Research, and Technology.

⦁ o) Receiving and following up on scholarship applications for the University of Zanjan.

⦁ p) Corresponding and responding to inquiries from the Ministry, law enforcement agency, and other relevant authorities.

⦁ q) Following up on the issuance of permanent exit visas for applicants after submitting transcrip letter of highest education and graduation certificates.

⦁ r) Checking residence permits at the beginning of each academic semester.


4. University Vice Presidency for Education:
Key responsibilities regarding international students (non-Iranian) include:
⦁ a) Reviewing and approving academic qualifications and specific conditions for studying at the university through the faculties and academic departments.
⦁ b) Issuing admission letters for students to study at the university.
⦁ c) Managing educational affairs in compliance with university academic regulations.
⦁ d) Verifying that students have no outstanding debts.
⦁ e) Providing transcripts and graduation certificates after ministry approval.
⦁ f) Evaluating and issuing graduation certificates.

 

5. University Vice Presidency for Student Affairs:

The main responsibilities of this Vice Presidency regarding international students (non-Iranian) are:

⦁ a) Providing housing allowances or dormitory accommodation without tuition fees for single scholarship students, with designated housing allocated for these students.
⦁ b) Providing health insurance, meals, and other necessary welfare facilities and services for scholarship students, based on the regulations for admitting and granting scholarships to non-Iranian students in universities and higher education institutions of the country.
⦁ c) Providing tuition grants and thesis/dissertation allowances for eligible scholarship students (those holding Type A scholarships).
⦁ d) Facilitating and coordinating the provision of dormitory accommodation, health insurance, meals, and other welfare facilities and services for non-scholarship students upon request, provided that the necessary costs are covered by the student.
⦁ e) Facilitating and coordinating the provision of married student housing, either on or off-campus, for all scholarship and non-scholarship students upon request, provided that the necessary costs are covered by the student.
